HMO negotiates with suppliers (= hospitals, clinics, pharmacies) to obtain
volume discounts and get the best prices through negotiations. Public hospitals
- so underfunded - are not able to offer them what they want. They are losing

inappropriate financial management (fees for their services are unrealistic),
inferior and ineffective care, strong union work, excessive bureaucracy and
lack of incentive to improve performance and productivity. It is therefore not
surprising that the objective is to abolish the "stationary"
infrastructure (= closure of public hospitals) and replace it with virtual
health insurance (= geographically portable).
